Tesla’s Cybercab has reached the stage where regulation matters as much as software.
The National Highway Traffic Safety Administration opened an Audit Query into Tesla’s self-certification of the Cybercab after the company began limited commercial deployment in Austin, Texas.
The agency is examining the technical and legal basis Tesla used to certify a vehicle that lacks several traditional human controls.
The Cybercab has no conventional steering wheel, brake pedal or accelerator pedal.
That makes the investigation fundamentally different from a standard recall.
The question is not only whether a component can fail.
It is whether the vehicle architecture itself complies with federal rules written for vehicles that were assumed to have human drivers.
Why Is Cybercab Different?
Tesla designed the Cybercab as a purpose-built autonomous vehicle.

Amazon-owned Zoox developed a purpose-built robotaxi without conventional manual controls.
It faced federal scrutiny over self-certification and later obtained a federal exemption for limited deployment.
The precedent shows that regulators are willing to permit autonomous experimentation.
It also shows that an automaker’s preferred legal interpretation is not automatically accepted.
Tesla may be able to defend its approach.
But if it is forced into a limited exemption framework, scale could become slower.

It can wait for updated federal rules.
It can challenge an adverse interpretation in court.

Why Is This a Bigger Issue Than a Product Recall?
A recall usually affects an existing product program.
Cybercab regulation affects Tesla’s future business model.
If the vehicle cannot be deployed quickly, the autonomy thesis takes longer to monetize.
